We require people to be recertified every 6 months instead of every 12, doubling the number of recertifications that the DHS staff has to see," says Carpenter. One of the reasons they are behind? "We don't allow for electronic signatures. We also know that the system for applying and being recertified for SNAP in Tennessee is burdensome administratively, and otherwise," says Carpenter. "DHS, like many of our businesses, is suffering from being understaffed.
